How the Victorian Insulation Rebate Works
The Victorian Government is making energy-efficiency upgrades accessible to households across the state. The insulation discount operates directly through the Victorian Energy Upgrades (VEU) program.
Upfront Discount
You don't have to pay full price and wait months for a government refund. The discount is applied directly to your invoice at the point of sale.
VEEC Certificates
Accredited VEU providers generate Victorian Energy Efficiency Certificates (VEECs) based on the lifetime greenhouse gas reduction of the insulation. These certificates offset 30% to 50% of your installation costs.
Minimum Co-Payment
Under VEU rules, all eligible installations require a minimum customer contribution of $200 (inc. GST).

To ensure maximum safety and target the homes in greatest need, the VEU insulation discount is rolling out in distinct phases:
Stage 1
Social & Community Housing
Launched April 2026
Open exclusively to public and community housing via the Energy Efficiency in Social Housing Program (EESHP).
Stage 1B
Uninsulated Residential Dwellings
Starts 1 October 2026
Opens to all private homeowners, landlords, and renters for residential properties with no existing ceiling insulation or insulation below R2.0.
Stage 2
Top-Up Insulation (Under-Insulated Homes)

Extends rebates to existing homes that have aged, compressed, or under-performing insulation (below the modern recommended R-value).

Eligibility Criteria
No income tests or concession cards are required. Eligibility is purely based on the dwelling and safety requirements.
Customer Eligibility (Who Qualifies?)
- Property Location: Dwellings located in Victoria.
- Occupancy Status: Owner-occupiers, landlords, and tenants (tenant installations require written landlord permission, unless there is no insulation in the ceiling at all).
- No Income Cap: Open to all Victorian households regardless of financial bracket.
Property Eligibility (Which Homes Qualify?)
- Existing Dwellings Only: Applies to retrofits on existing homes.
- Ceiling Insulation Status: Uninsulated ceilings (zero existing insulation), or under-insulated ceilings with existing insulation that has an R-value lower than R2.0 (less than ~90mm uncompressed thickness).
- Roof Space Access: The ceiling void must be safe, clear, and accessible for installers.
- Multi-Storey Apartments: Only top-storey apartments qualify for ceiling insulation upgrades.
Ineligibility Criteria (What Does NOT Qualify?)
To prevent program misuse and safety hazards, the VEU program excludes the following:
- New Construction: Newly built homes or extensions undergoing construction.
- Sufficiently Insulated Homes: Properties with existing insulation at or above R2.0 (until Stage 2 opens).
- Unapproved Areas: Garages, carports, sheds, and commercial spaces.
- Non-Ceiling Areas: Wall insulation and underfloor insulation are not eligible under this specific activity.
- Safety Hazards: Unaddressed electrical safety risks, any downlights that aren't rated to be covered by insulation (IC4/ICF).

The VEU program strictly prohibits the following product types:
- Foil or foil-faced bulk insulation
- Combustible insulation products
- Loose-fill / blow-in insulation
- Spray foam or expanding foam insulation
Step-by-Step Installation & Compliance Process
Victorian regulations require strict adherence to electrical and health safety protocols. We manage the end-to-end process for you:
R5.0+ batts fitted across the ceiling joists- Initial Quote & Onsite AssessmentConfirming eligibility. We assess your ceiling height, current insulation levels (if any), and total square footage.
- Pre-Installation Electrical Safety AssessmentMandatory VEU requirement. A Licensed Electrician inspects the roof space, assesses wiring/downlights, and issues a Certificate of Electrical Safety within 30 days prior to the insulation being installed. We can organise the electrician to inspect the property a few days before the installation, and they can upgrade your wiring or downlights if needed.
- Pre-Installation Safety AssessmentCompleted on the day of install. Our EEC-Certified Installers complete the mandatory site safety checklist prior to beginning work.
- Professional InstallationMeeting AS 3999 standards. Power is isolated at the switchboard while our qualified team fits R5.0+ batts across your ceiling joists.
- Upfront Rebate ClaimedNo paperwork for you. You pay the remaining balance (minimum $200 co-payment) and we submit all VEEC documentation directly to the ESC.
